BY-LAW 13. SPORTS COMMISSIONERS (cont.)

will be for the purpose of discussing problem areas and preparing any recommendations which might be necessary. The recommendations will be presented by the commissioner in his report to the Council.


D. Sports commissioners will direct all their correspondence to member schools to the athletic director of the schools.


E. In matters which arise between Council meetings and are not expressly provided for in these By-Laws, the commissioners will consult with the president of the Alliance.


F. Commissioners for cross-country, swimming and track and field will keep current records of winning performances which excel those of previous years for each course or meet, the best performances of that year for each event, and Alliance all-time records.


BY-LAW 14. RECOGNITION AS AN OFFICIAL SPORT OF THE ALLIANCE.

At least four (4) teams must be willing to participate in a full schedule in a particular sport before the Alliance will consider recognizing it as an official sport or award trophies and medals. A sport becomes an official sport of the Alliance only upon approval by the Council.


BY-LAW 15. EXECUTIVE AND EVALUATION COMMITTEE

A. An Executive and Evaluation Committee will be composed of the Alliance president, vice-president, secretary and treasurer, three (3) administrative representatives and four (4) full-time athletic department members. These must be Council representatives as defined in Article III, Section 2. The latter two groups will be elected by the Council at the first meeting of the school year.

The Alliance vice-president will be the chairman of the Executive and Evaluation Committee. In the absence of the vice-president, the president will act as chairman.


B. A quorum for meetings will be the committee chairperson and four members. In the absence of the Vice-President and President, quorum will be seven (7) members who will elect a chairman from among their number.


C. The Committee will have the responsibility for the maintenance and implementation of the Alliance Constitution.


D. The Committee will pass on questionable practices, incidents, scheduling, division format and any other business necessary for the protection of the published aims of the Alliance and for the betterment of the Alliance. The Executive Committee will have the responsibility to meet with school representatives and any other person that the Committee understands could help in the decision process. It will be the school's responsibility to investigate involvement of its students, athletes, coaches, spectators in any incident reported to the Executive Committee. This information will be brought to the Committee through the official representative of the school.


E. To appeal a decision of the Executive Committee a formal letter from the school signed by the school's Official Representative and Athletic Director accompanied by a $100.00 non-refundable fee, will be sent to the
